The Basque Country, Navarre and Nouvelle-Aquitaine launch OISE, an initiative aimed at generating shared knowledge on business innovation, sustainability and competitiveness
The Faculty of Business Studies of Mondragon University is participating in the new Observatory for Business Innovation and Sustainability (OISE), a cooperation initiative involving the Basque Country, Navarre and Nouvelle-Aquitaine. The project aims to generate shared knowledge about the business environment across the Euroregion and contribute to better decision-making by companies and institutions.
The project brings together public institutions, universities and statistical organisations from the three territories, which will contribute their expertise in areas such as applied research, innovation, statistical analysis, knowledge transfer and connections with the business community.
The institutional presentation of OISE took place in Donostia-San Sebastián on 14 September. Led by the Basque Government, the project has an investment of €1.3 million and is being developed within the framework of the European POCTEFA programme, which promotes cross-border cooperation and sustainable development in the area between Spain, France and Andorra.
Connecting universities, institutions and businesses
The participation of the Faculty of Business Studies of Mondragon University highlights the importance of collaboration between universities, institutions and the business community in generating applied knowledge and contributing to the economic transformation of the region.
In this context, Lander Beloki, Dean of the Faculty of Business Studies of Mondragon University, has highlighted the value of this collaboration:

OISE aims to strengthen this connection by creating a collaborative environment in which data and knowledge generated by different stakeholders can be transformed into useful tools for businesses and institutions.
A shared view of the business environment
One of the observatory’s key distinguishing features is its Euroregional dimension. The Basque Country, Navarre and Nouvelle-Aquitaine form a closely interconnected economic area and share challenges related to the digital and sustainable transformation of the economy, improving competitiveness and attracting talent.
Until now, the three territories have not had a common tool for jointly analysing their business environments based on a shared methodology. OISE aims to address this need by developing common indicators and tools that will provide a more accurate and comparable picture of business developments across the Euroregion.
The observatory will develop indicators, analyses, newsletters, reports and data visualisations, as well as a business maturity index, with the aim of turning data into useful knowledge for companies, public administrations and citizens.
A collaborative network model
OISE will operate as a decentralised and 100% virtual structure, without a physical headquarters or its own staff. Its work will be based on a collaborative network model, supported by digital cooperation and the electronic exchange of information among participating organisations.
This structure will make it possible to integrate, analyse and disseminate homogeneous and comparable information on innovation, sustainability and business performance.
The aim is to consolidate a stable alliance between those who generate information, those who research and analyse it, those who design public policies and those who have first-hand knowledge of the business environment.
Knowledge to drive business transformation
The Observatory for Business Innovation and Sustainability will contribute to providing information that can support the design of economic, industrial, employment and training policies better aligned with the needs of the productive sector.
It will also facilitate access to strategic information for companies, particularly SMEs, helping them address digital and sustainable transformation processes and identify new opportunities for growth and cooperation.
The observatory’s results will be available through its online platform, where the indicators and analyses developed will be made accessible to companies, public administrations and citizens.
Through OISE, the Faculty of Business Studies of Mondragon University strengthens its participation in collaborative initiatives connecting universities, businesses and institutions, with the aim of generating useful knowledge to support a more competitive, innovative and sustainable business environment.
