The Provincial Council of Gipuzkoa and the KoLaborategia laboratory of Mondragon University’s Faculty of Humanities and Education Sciences have created a pioneering pedagogical manual for adolescents that provides them with new opportunities to initiate a relationship with the Council as well as communicate and work in collaboration with it. The manual is aimed at both students and teachers and is intended to serve as a tool for working with students on a number of digital competencies, for example, by providing kinesthetic activities and guidelines that facilitate communication through writing, images or video, and by providing the opportunity to delve deeper into e-participation and education for the digital society. “New means of communication have made this type of work necessary in order to initiate collaboration with the young people who will be our future,” states Imanol Lasa, deputy of Governance and Communication with Society.

 

The objective of the teachers’ manual is to provide resources for working with students on the manual and delving deeper into it; 45-minute exercises are suggested for this purpose. In addition to providing information about the Council, the manual defines the structure of an application or petition; available resources, tools and channels for communication; the production process; and recommendations for presentation. Additionally, it makes available a series of videos created using augmented reality techniques.

 

In order to create this new resource, KoLaborategi researchers examined messages received by the Provincial Council of Gipuzkoa through social media over the last several years, concluding that adolescents have no direct digital relationship with the Council. “So we have a deficiency there that needs to be addressed,” note KoLaborategi researchers Ander Bolibar and Nagore Ipiña. The university also examined different European models, analyzing a total of 22 different manuals, most of which focus on the use and methodology of a specific tool, on working specifically on the digital competency of the student, and on best practices and problem management from the point of view of security and education. “On the European level, we found a gap in manuals on public administration and communication channels. We found no manual that established the foundations of active digital participation,” they add.
